“Creators and performers are increasingly interested in bypassing global industry leaders to offer their content on platforms that are more respectful of public values and more consistent with fair practice standards. The cultural and creative sector needs streaming platforms with sufficient capacity and bandwidth, embedded in an appropriate public context. The Council is convinced that such a platform will contribute to the dissemination of and interest in cultural expressions, including the live offerings. So far, digital offerings have shown to increase interest in physical offerings.
The council is not in favor of using existing streaming facilities such as YouTube, VIXY Video and Vimeo for the digital platform; creators and performers are unlikely to receive a fair share of the revenue.
Digital culture production and consumption will become increasingly common and will become increasingly integrated in practice, as live and digital offerings and audiences will continuously form new connections with each other. Digital cultural offerings already provide a full-fledged cultural experience. Digitization will be a permanent and structural part of the strategy and business operations of cultural institutions.”
